Contractor Support Program Dear Contractor Support Program Clients and Partners: It is with much regret that after more than twelve years of providing assistance to minority and women owned construction firms, we are closing the doors of the Contractor Support Program. As most of you know, the costs of our services have been supported in large part through public funding, including funding from the City of Portland Bureau of Housing and Community Development, the Portland Development Commission, the Housing Authority of Portland, the City of Portland's Bureau of Purchasing, and the Oregon Department of Economic and Community Development. Gradual changes in policy priorities and funding availability have reduced these agencies financial support of CSP. Without adequate funding, we cannot provide the quality and continuity of services you deserve. Therefore, the Housing Development Center's Board of Directors has determined that despite our more than twelve years of commitment to the goal of increasing the business capacity of MBE/ WBE construction firms, we cannot responsibly continue the program. We would like to wish you the very best and we hope to be working with you all in some way in the future.
