HDC provides assistance to our clients on many different levels. At a time when funding for development corporations has declined, some groups have determined it is more efficient to hire HDC as their development staff, rather than keep someone in-house. Other groups ask HDC to step in only during limited but crucial points in the development process where they havent either the time or expertise to complete a project unassisted. HDC also provides more general assistance in the form of advocacy for stronger affordable housing policies within the city of Portland. HDCs director has served on numerous committees and HDC has been hired as a contractor to complete research projects to improve city policy.
The Housing Development Center provides a range of assistance tailored to meet the need of a particular developer. HDC works to increase the capacity of their clients, providing the support they need to complete a current projects and the training to confidently tackle new projects in the future. HDCs services include:
Project Financing: Determining feasibility, property acquisition, project scheduling, loan/subsidy source identification and alternatives, loan applications and presentation.
Construction Management: Initial walk through inspection, construction feasibility, design oversight, cost estimation, specifications and bidding, and construction management.
Project Management: Oversight of the entire development process; taking on the responsibility to meet deadlines, organize meetings, and keep all team members in communication and on track.
Asset Management: Compliance charts, document binders, asset management plans, board and staff training, project restructures, and a wide variety of customized services. HDC also provides technical support to the Property and Assetmanagement Working Group.
Policy: Performs policy analyses on behalf of local government agencies. Serves an advisory role for the Portland Development Commissions Program Guidelines Committee and the Citys Housing Evaluation Group.
