Robin Boyce, Executive Director

Robin Boyce was appointed as HDC’s Executive Director in January 2005. For five years prior, Robin was HDC’s Finance Director, overseeing HDC’s financial and human resources systems, as well as providing senior level project management to clients. Robin has more than 20 years of experience in project financing, construction, project management, housing program management and asset management and has developed over 1,200 units of affordable rental housing. Robin initiated HDC’s work on asset management, and has presented numerous asset management trainings in Oregon and Washington. Prior to her work with HDC, Robin managed the City of Portland’s rental housing programs at the Portland Development Commission, was a carpenter for five years, a construction manager, and spent several years as a private consultant. She received her bachelor’s degree in Community Services and Public Affairs from the University of Oregon. Robin joined HDC’s staff in March of 2000.
Deb Constans, Fiscal Manager

Deb is a CPA who has spent most of her professional life working with non-profits, both as an auditor and an accountant. Prior to joining HDC in December 2006, she spent more than ten years as the Fiscal Manager at Stand for Children and Peninsula Children’s Center. Deb is responsible for both the financial management and operations at HDC. Deb graduated from Lewis & Clark College in Portland, Oregon.
Beven Byrnes, Fund Development & Marketing Manager

Beven oversees all marketing and fundraising functions at HDC including electronic communication, grant writing, and community outreach. She brings ten years of experience in development and marketing, most recently working with The Arc of Multnomah County. Beven received her BS in Social Science with an emphasis in Nonprofit Management from Portland State University.
Andrew Ayres, Project Assistant

Andrew Ayres has an extensive background in computer software and customer service. He manages all aspects of technology for HDC, including server maintenance, website maintenance, database management, and equipment upgrades. He is the first point of contact for HDC’s clients, providing customer service and coordination. Andrew also works closely with the Contractor Support Program, where he provides data collection, reporting and outreach services, and orients Program participants to bidding opportunity information. Andrew joined HDC’s staff in 2001.

Philip Dochow, Housing Development Director

Philip Dochow oversees the work of project management staff in both finance and construction. Philip has over 25 years experience in housing; as owner of a construction firm, and as a real estate developer, including 14 years in affordable housing development. Prior to coming to HDC in April of 2007, Philip was employed by Mission Housing Development Corporation, a community-based nonprofit developer located in San Francisco. During his tenure with this organization, Philip produced 500 units of affordable housing for seniors, families and homeless single adults, as well as mixed use developments in the Mission District of San Francisco. He has experience with a wide range of financing sources for affordable housing, including LIHTC, publicly-issued bonds, and other state, local and federal programs. Philip also served as the Interim Executive Director at Mission Housing for 18 months, managing a staff of 23 and overseeing an organizational budget of approximately $1.4 million. Philip received a bachelor’s degree from Oregon State University in 1986.
Amanda Saul, Senior Project Manager

Amanda Saul joined HDC’s staff as a project manager in February, 2006, and was promoted to a Senior Project Manager in June, 2007. Amanda brings twelve years of experience developing affordable housing in Oregon, resulting in the development of more than 450 units of housing. Amanda previously worked as the Housing Development Director at Hacienda CDC in Portland, and spent many years as the Housing Development Director for St. Vincent de Paul Society of Lane County. Amanda has developed expertise in both financing affordable housing, including use of Low Income Housing Tax Credits, HOME, rent subsidies and other funding, as well as experience in construction management. Amanda’s construction management experience includes green building projects including use of geothermal and solar heating systems. Amanda has a Bachelor of Arts from the University of Washington.
Craig Kelley, Project Manager

Craig Kelley has more than a decade of experience in construction and affordable housing development. His work at HDC includes both finance and construction management. Craig is HDC’s point person on green building practices, working to incorporate environmentally sustainable practices into all HDC’s projects and providing sustainable building leadership in the nonprofit affordable housing industry. Craig’s development experience includes management of projects from single family up through mixed use, large
multi-family properties. While at HDC, Craig has worked with clients to address complex construction issues such as brownfield redevelopment, scattered site developments, resolving exterior building envelope issues, rehabilitation of occupied properties, and development of very tight construction sites. Prior to his work at HDC, Craig owned a residential design/build company for two years and spent four years as a construction manager with a northeast Portland CDC. Craig is a LEED(tm) Accredited Professional and is a Certified Sustainable Building Advisor. He has a bachelor’s degree in Architecture from the University of Virginia. Craig joined the HDC in 1999.
Leslie Schwarz, Project Manager

Leslie Schwarz is a Project Manager with extensive experience including the development of both homeownership and rental housing. Leslie came to HDC with an excellent background in federal construction contracting, and experience as an owner of her own construction company and consulting services business. Leslie initially served in a dual role at HDC, providing technical assistance to minority and women-owned small construction firms in the Contractor Support Program and working as a project manager. Leslie has undertaken numerous special projects while at HDC, including coordinating an initiative to address lead-based paint issues, working with municipal jurisdictions in the metro area. Since Leslie transitioned to full time project management, her assigned projects have included numerous single-family projects, including renovation and new construction, the renovation of the Zenger Farms, an educational farm in SE Portland, and recently completed construction management of the new Leander Court for ROSE CDC, a 37 unit family housing project. Leslie provides both financing and construction management services, with extensive experience in project feasibility analysis, preparing funding applications, securing predevelopment and construction financing, project team coordination, construction management and replacement reserve analysis. Leslie joined the HDC staff in 2000.
Daryn Murphy, Project Manager

Daryn Murphy is HDC’s newest Project Manager. Daryn comes to HDC from PNC Multifamily Capital, where he worked in various asset management capacities for five years. In his most recent position at PNC, Daryn served as a Stabilization Manager, overseeing disbursement of equity and loan proceeds, reviewing operating proformas, and analyzing property operations. Daryn worked with tax credit project sponsors, developers and investors to develop, negotiate and implement strategies to turn around delayed or poor performing properties. Daryn also worked on property disposition, portfolio reviews and worked with developers through the construction and conversion to permanent financing phases of projects. Daryn’s finance background also includes two years working as part of a lending team overseeing educational loans with the Vermont Student Assistance Corporation. Before his work there, Daryn worked in two positions with non-profit housing organizations, including work on homelessness and participation in policy research on publicly subsidized, privately owned mobile homes.
Andy Shaw, Project Management Assistant

Andy Shaw is responsible for providing project management support to the Housing Development Director and project managers. His previous work experiences range from commercial real estate appraisal and credit analysis to public relations and artist residency program hospitality. He has also interned with the D.C. Public Defender Service and Berkeley Homeless Action Center. In addition to currently completing his Master in Public Administration, Andy is enrolled in the Real Estate Development Graduate Certificate Program at Portland State University. His past professional training also include graduate-level studies in banking and financial analysis, as well as, attendance at a summer architecture academy. He graduated from the University of California, Berkeley with a B.A. in History.
HDC Part Time Staff
HDC also draws upon the specific expertise and experience of three part time staff, Eli Spevak, Carolyn O’Doherty, and Steve Whitson. All three of these staff members were full time development staff at the Housing Development Center for a number of years, and bring an understanding of HDC’s standards and practices as well as their own development expertise. Eli has expanded his development work to include work on multi-family homeownership models with HDC and in his own development. Steve provides construction management, and capital needs assessment assistance to HDC clients, drawing on his own construction management and property management experience. Carolyn provides project financial modeling and policy analysis services to HDC on a limited, part time basis, allowing her to have a more flexible schedule.

Molly Rogers, Program Manager

Molly Rogers is the Asset Management Program Manager at the Housing Development Center. She provides direct consulting services to over a dozen non-profit housing owners to restructure or rehabilitate non-performing properties, improve or develop systems, train staff and boards, and augment staff capacity in specific areas of asset management. Molly’s work in Asset Management has captured over $.9 million for non-profit clients and has helped restructure 20 properties to secure financial and physical viability for the long-term. Molly oversees the risk mitigation fund, advocates for changes in city and state-level asset management policy, and facilitates a peer network for nonprofit asset managers in the Portland region. Prior to HDC, Ms. Rogers managed several projects and initiatives for the City of Portland’s Bureau of Housing and Community Development to support the City’s 10-year plan to end homelessness and the completion of several federal grant applications that brought millions in grants to local nonprofit organizations. She is on the Board of Directors for the Association of Oregon Community Development Organizations. Molly has a master’s degree from the Columbia University School of International and Public Affairs.
